Jerningham (1842-1914), a British MP and member of the Liberal Party, compiled the present work from official British Parliamentary papers of 1873-84 to emphasise Russia’s “progressive, if not agressive, advance towards India” (p. 56). Jerningham later became Governor of Mauritius, and also of Trinidad and Tobago.
