William Parnell, the younger brother of Henry the author of History of the Penal Laws and grandfather of Charles Stewart Parnell, was later M.P. for Wicklow (1817-1826). He was involved in the formation of the Irish Catholic Committee in 1804. In this work, which became one of the principal points of referral in the subsequent debates about Emancipation, he argues that it was persecution which lay behind the disaffection of Irish catholics.
